Executive Operations

Senior operating capability, embedded where decisions get made.

Quorum Executive Partners is an executive operations practice. We sit alongside founders and leadership teams as the steady operating hand beneath them, keeping decisions visible, ownership clear, and commitments followed through.

High-trust, senior-level capability, held continuously, so that less of what matters reaches your desk unmanaged.

Where we help

When the operating layer does not hold.

An organisation can have capable people, a credible strategy and important work under way, yet still struggle to move with consistency.

Decisions are made, but what happens next is not always clear. Actions sit across meetings, emails and individual memory. Leaders have to ask several people to understand where work stands. Processes differ across teams. Files and reporting have grown around the work rather than within a shared structure.

And, too often, one person becomes the point at which everything comes together.

They carry the context. They reconnect the conversations. They remember what was agreed, what remains outstanding and who needs to act next.

The visible issue may be an overloaded leader, delayed decisions, inconsistent reporting, repeated conversations or work falling between teams.

The underlying issue is often the same: the operating layer beneath the work has not been deliberately designed, or no one is continuously holding it.

Leadership is making decisions, but no one is holding the centre

Priorities move across several people, workstreams and stakeholders. Meetings take place, but ownership, dependencies and follow-through are not consistently visible. Senior leaders remain too close to coordination because they cannot see, with confidence, what is moving, what is blocked and what requires their attention.

Executive Operations holds the cadence, visibility, ownership and follow-through around the work, so decisions continue moving after the meeting ends.

The expertise is ready, but the practice around it is not

The proposition is clear and the expertise is established, but the foundations beneath the practice are still being assembled reactively: proposals, agreements, onboarding, compliance, document management, billing, internal routines and professional presence.

Practice Architecture puts those foundations in place deliberately, so clients and future hires arrive into a practice that already knows how it operates.

Scale has outgrown individual memory

Processes differ across teams or locations. Programme information is reported in different ways. Files sit in several places. Important knowledge remains with particular individuals, making consistency difficult and personnel change risky.

Institutional Operating Architecture creates a shared structure for process, documentation, programme coordination, reporting, operational change and governance, designed around how the institution needs to operate.

The principal still has to hold everything together

Support may already exist, but the principal still has to remember, direct, check and reconnect the work. Responsibilities are delegated, yet the wider context remains with the executive.

Fractional executive assistance at a senior level provides executive support engaged on a fractional basis and embedded continuously across the agreed scope of a principal's or executive's professional responsibilities and, where relevant, private affairs.

The practice

The operating layer
beneath senior leadership.

Quorum works in 3 connected ways: holding the operating centre around leadership and live priorities, designing the foundations beneath a practice or institution, and providing senior executive support embedded continuously across an agreed scope. Each responds to a different need. Together, they reflect more than 8 years of executive committee, board and senior leadership support across regulated and high-growth environments. Quorum holds this capability in one place: the same principal-led practice can run the operating centre and design the foundations beneath it. We work with a deliberately small number of clients at a time, so you work directly with the principal rather than through a rotating team.

For leaders and leadership teams

Executive Operations

We hold the operating centre around a leadership team: the cadence, the decisions, the ownership and the follow-through that keep live priorities moving.

This is the layer between a decision being made and the work being carried through. Quorum creates a clear executive view of priorities, actions, dependencies, risks and decisions, then maintains the operating rhythm that keeps them visible and moving across workstreams and stakeholders.

02
For practices and institutions

Operating Foundations and Architecture

We design the structures, systems and working standards that allow a practice or institution to operate with greater clarity, consistency and continuity.

The architecture is designed around the work itself: how clients or programmes move through it, how decisions and responsibilities are recorded, where information lives, how status is reported and how the organisation maintains the standard after the engagement ends. The same discipline is applied at 2 scales.

Practice Architecture A complete operational and commercial foundation beneath an independent professional practice, including positioning, client experience, compliance, operating systems, internal routines and professional presence.
Institutional Operating Architecture A shared operating structure for institutions that need greater consistency across teams, functions or locations. Process and documentation sit within the architecture rather than being added separately afterwards.

Fractional and Embedded Support

Senior executive support embedded continuously across an agreed scope, so the executive is not required to hold, reconnect and direct every detail personally.

Fractional executive assistance at a senior level is executive support engaged on a fractional basis and embedded continuously across the agreed scope of a principal's or executive's professional responsibilities and, where relevant, private affairs. Because the support remains across the context, it can anticipate, coordinate and exercise judgement rather than waiting for each task to be briefed separately.

  • Diary and inbox management
  • Board and meeting preparation
  • Senior stakeholder correspondence
  • Terms of reference and board administration
  • Confidential document handling
  • Coordination across professional and, where agreed, private responsibilities

Senior Operational Cover. Where absence, transition or departure creates a temporary gap, Quorum can provide time-bound senior cover with a defined scope, structured mobilisation and a clear handover at the end.

Where the value lies

We give founders and leadership teams a senior operating hand at the centre of the work, so decisions move into action and commitments do not disappear after the meeting.

Operating foundations for a new professional practice

An accomplished coach and transformation specialist, established in her field and holding a Ph.D, is launching a practice that helps women move through major life transitions, including motherhood, career change and reinvention, and reconnect with their ambitions and sense of self.

Quorum is building the operating foundations beneath the launch: the operating model and initial operating documents, a document and repository architecture with a working taxonomy, and a leadership dashboard that keeps delivery visible. The founder launches into a practice that already knows how it operates, rather than assembling it reactively once the first clients arrive.

A public policy organisation · Ghana Delivered

A complete practice architecture

An independent public policy organisation, relaunching after its main programme funding had ended, with no operating foundation to relaunch on. Quorum delivered a complete practice architecture: a board and governance rhythm, a multi-year programme tracker, a document and filing system, a donor pipeline, a media and newsletter set-up, a rebuilt website, and a data-protection policy aligned to local law.

The organisation could relaunch on something already running rather than having to rebuild from memory each time. Board meetings gained a cadence and a pack, the next funding applications were queued behind the live one, files had homes, and it could reach its audience directly for the first time.

A national public sector body In delivery

Institutional Operating Architecture

A national body overseeing hundreds of training institutions, where operations had outgrown individual memory: no documented procedures for critical situations, no central repository, and work slipping through the cracks even with tools in place. Quorum is designing a shared Institutional Operating Architecture across process documentation, a central repository, programme coordination and status reporting.

The architecture is intended to establish a documented standard the institutions can work from, making consistency less dependent on individual memory and giving new collaboration tools a coherent operating structure beneath them.

Our approach

4 principles the work is held to.

01

Reading the room

Understanding unspoken dynamics: who needs managing, what is sensitive, and what the right call is, before anyone has named the problem.

02

Protecting what matters

Your time, your reputation, and your relationships. We hold the operational layer so you can focus on what only you can do.

03

Anticipating, not reacting

Senior operational support keeps decisions moving, resolves issues before they escalate, and stops important work from slipping through the cracks.

04

Accountability for follow-through

We take ownership of what we commit to, make progress and risks visible, and close the loop.

The judgement this work takes is earned in the room, close to how senior decisions are really made. Its value is the part of the practice no template and no tool can ever replace.

Engagement

3 ways to work with Quorum.

Every engagement is agreed in writing before it begins. The right structure depends on whether you need continuous presence, a defined build, or senior cover for a period. Select a card for what each includes.

For continuous support 01

Strategic Presence

Embedded. Consistent. Always across the detail.

A retained arrangement for clients who need senior operational support to run continuously. Not project by project, not on request, but present, embedded, and already across the context. It deepens over time and delivers more value the longer it runs.

  • A relationship that compounds over time
  • Priority access when it matters most
  • Predictable monthly investment
  • Less re-briefing and lower management overhead
The home for fractional executive assistance: senior EA-level support, held continuously. Can deepen by agreement as trust, need and scope develop.
02

Tailored Scope

Designed around you. Delivered precisely.

For a defined piece of work or a bespoke build. When the scope is clear we agree it and deliver to a fixed fee; when it is complex or unusual we design the engagement from first principles. This is how Practice Architecture and Institutional Operating Architecture are delivered.

  • Scope and fee agreed in writing before delivery
  • Fixed-scope delivery, or bespoke design from first principles
  • The home of Practice and Institutional Operating Architecture
  • Clear, tangible, agreed deliverables
03

Specialist Cover

Senior cover, properly structured, for a period.

A time-bound engagement with a clear start, a defined duration, and a clean handover at the end. Priced for the period, not the hour. For organisations that need senior operational cover held properly while it is needed and released cleanly when it is not.

  • Defined start and end date
  • Senior-level entry with a structured mobilisation
  • Maternity, transition, or sudden-absence cover
  • Clean handover on return or departure

Efua Sintim Founder, Quorum Executive Partners
  • 8 years across executive committee and board operations
  • Governance, dashboards, and the operating cadence of leadership
  • A small client base, held to a standard that lasts

Quorum exists for a specific kind of client: the founder, principal, or leadership team that needs senior operating capability it can rely on, held with continuity, judgement, and discretion.

I founded Quorum Executive Partners after more than 8 years holding the operating layer beneath senior leadership: supporting chief executives, executive committees, and boards through the decisions, cadence, and follow-through that keep an organisation moving. That work has spanned regulated services, private-equity-backed portfolios, global education, and live events.

The instinct for it was formed early. My career began in international development, where I first learned that the quiet work of keeping decisions moving is what turns intent into outcome. Since then it has meant redesigning a governance cadence until meetings ran an estimated 40% more efficiently, designing an executive committee dashboard for a private-equity-backed group, and coordinating investor and board-appointed directors at executive level.

Quorum rests on 3 things I hold to in every engagement: continuity, so context compounds rather than resets; judgement, so each action fits the environment it sits in; and discretion, as a condition of the work rather than a feature of it. The practice works with a small number of clients at a time, supported by a Senior Associate who carries delivery and implementation across engagements.

Questions

Frequently asked questions.

What does Quorum Executive Partners do?
Quorum provides senior operating capability to founders, principals, leadership teams and institutions. Depending on the need, this may involve holding leadership cadence and follow-through, designing the operating foundations beneath a practice or institution, or providing fractional executive assistance embedded continuously across an agreed scope.
How is Executive Operations different from executive assistance?
Executive assistance supports the executive and the responsibilities around them. Executive Operations works across the operating centre around leadership: priorities, decisions, governance cadence, ownership, reporting, dependencies and follow-through. They can sit alongside one another, but they are not the same. The scope is defined clearly at the beginning of each engagement.
Can Quorum handle day-to-day executive assistance?
Yes. Alongside its broader operating work, Quorum provides hands-on executive assistance at a senior level on a fractional basis, including diary and inbox management, travel coordination, meeting preparation and the day-to-day responsibilities that quietly consume a leader's time. Capacity is agreed in advance and held consistently, so the support remains across the context rather than being commissioned task by task. The principle is simple: every hour purchased translates directly into an hour returned to the Executive. It is an hour they no longer spend managing logistics, reconnecting details, chasing actions or carrying the smaller moving parts themselves, and can instead direct towards the work only they can do.
What is Practice Architecture?
Practice Architecture is the operational and commercial foundation beneath an independent professional practice. It can include positioning, client-facing documents, compliance foundations, document management, operating systems, internal routines and professional presence. It is designed for experienced professionals and founders who have the expertise and proposition but need the practice around that work to be built deliberately.
What is Institutional Operating Architecture?
Institutional Operating Architecture is the shared structure through which an institution manages process, documentation, programme coordination, reporting, operational change and governance. It is particularly relevant where scale, multiple teams or regional operations have made it difficult to rely on individual memory, informal routines or inconsistent local practice.
Does Quorum implement the systems it designs?
The level of implementation is agreed as part of the scope. Some engagements focus on diagnosis and design. Others include mobilisation, implementation support, working routines, adoption materials and handover to an internal custodian. Quorum does not describe a design engagement as implementation unless implementation has been expressly included in the agreed scope.
Can Quorum work alongside an existing Executive Assistant, Chief of Staff or operations team?
Yes, where the roles and boundaries are clear. The purpose is not to duplicate internal capability. Quorum may strengthen governance and follow-through, design a missing operating structure, provide senior cover or hold a defined area that currently falls between roles.
How are engagements structured?
Quorum works through 3 principal models. Strategic Presence is for retained and continuous senior operating or executive support. Tailored Scope is for a defined build, diagnostic or architecture engagement. Specialist Cover is for time-bound senior support during absence, transition or a temporary capability gap. Every engagement is scoped and agreed in writing before it begins.
How is confidentiality handled?
Discretion is a condition of the engagement. Access, information handling, confidentiality obligations and data-protection requirements are agreed formally. Public references to client work are anonymised unless the client has given express permission to be named.
